The License Monitor performs two essential functions.


First, every two minutes, it recovers concurrent licenses from stations that have been idle for more than 60 seconds. Such stations generally correspond to a user who has abandoned their eclipse session by navigating elsewhere or by closing the browser, rather than logging off explicitly. 


Second, for each company, the service performs an update, once per week, of all licenses from the provisioning server. Aside from propagating changes made on the provisioning server to each site, this refreshes perpetual licenses, which must be refreshed every six months to prevent expiration.
