Solution:
User does not have rights to save to that file. Give the user access rights via Windows Security.
Right Click Program/Folder/Document in File Explorer > Security Tab
Click EDIT
Click ADD and Add User (or if everyone should have this right you can type "EVERYONE" and then OK
